About Us
The Oregon Training Institute (OTI) is a program of the Community Action Partnership of Oregon (CAPO).
CAPO is a non-profit professional organization that serves low-income Oregonians, advocates for resources with a unified voice, strengthens partnerships, and builds capacity within Oregon's Community Action Network.

OTI works to develop and provide a wide range of hands-on courses for professionals in the weatherization arena and for interns aspiring to get into the field. Whether someone is just starting out or wants to enhance their skills, OTI's dedicated team is here to support professional growth and help people achieve their career goals in the energy efficiency and conservation sector.

We offer courses from the practical (Health and Safety) to the technical (IREC-accredited Energy Analyst), and we design them for those who conduct home visits in the community as well as for those pursuing a career in the weatherization field.

Working in concert with a network of partners to include Oregon Energy Coordinators and Affiliates (OECA), state and tribal governments, utilities, business and other non-profits, our ultimate goal is to prepare professionals and interns to provide better energy solutions for Oregon's households so that all of our neighbors stay warm and safe.
